    Historically, arts have been funded by governments, whether through school programs or through grants that could be used by the recipients as they saw fit, said Rob Wood, past chairman of the Kingston Cultural Initiative.

    Projects like the Limestone City Blues Festival pay their way very well, but many arts and culture groups are so busy trying to generate grants that they don't have time to do what they're meant to do, Wood said.

    Over the last decade, governments have been diverting financial help away from supporting organizations to funding one-time projects.
