    "It's just my impression, but at the time this was the best deal that the city could make to keep the Winthrop in use and have some kind of usefulness for that old building, rather than allowing it to become derelict," says Dale Wirsing, former business reporter and editor at The News Tribune, and current president of the Tacoma Historical Society, during a phone interview Tuesday.
