    David Winslow, the Winslow Group's president, said that the campaign was an unusually quick and successful process by comparison to many comparable ones."We set a goal of $2 million, and by the time we wound up the campaign, in May of 2001, we'd raised $2.8 million," he said."It was a nine-month gestation process, like having a baby."

    Describing Salisbury as "an unusually tight community with great leadership," Winslow said that the campaign's efficiency was particularly remarkable in view of the fact that other fund-raising campaigns totaling more than $150 million were going on in Salisbury at the same time his firm was raising money to build the Waterworks Center's new home.

    A graduate of the North Carolina School of the Arts, Mr. Winslow began his fund raising career more than 25 years ago as head of the School's International Music Program Orchestra, working primarily in Italy and Germany. He later headed up the School's fund raising efforts in North Carolina. Since its founding in 1983, The Winslow Group has established itself as the premier fund raising firm for social services, arts and historic preservation in the state. Mr. Winslow was previously a Board member of the national League of Historic American Theatres, SciWorks (formerly the Nature Science Center), the Winston-Salem/Piedmont Triad Symphony, and the Winston-Salem/Forsyth County Coalition on Drug and Alcohol Problems. In 1999, he assisted the Governor's Office in coordinating the fund raising effort on behalf of the victims of Hurricane Floyd, specifically in soliciting foundation support for the campaign.

    David Winslow of the Winslow Group, a Winston-Salem firm hired to do a feasibility study to see if funds could be raised to undertake the proposed arts complex project, is in agreement with the decision as well.

    "We concur with the decision of the Arts Council to put the project on hold," he said."As a regular online reader of The Pilot, we have been following the reports of plant closings in the area.Raising major monies in a recession is always a challenge and the county seems to have been particularly hard hit."

    David Winslow of the Winslow Group, the Winston-Salem consulting firm retained by the Arts Council to help develop plans for the complex, agrees that economic conditions dictate putting the project on hold for the short term.But Winslow says the three organizations, Southern Pines and Moore County will be squandering a wonderful opportunity if the project dies on the vine.The complex, he says, "would be a wonderful enhancement of downtown Southern Pines.It would be tragic for these three groups to go their separate ways."

    If the necessary funds are to eventually be raised, a detailed business plan is needed for the complex.At this point, the project is but a broad concept.It would be located on North West Broad Street and would include a renovated and expanded Sunrise Theater and an adjoining building to house exhibit space, offices, rehearsal facilities and related amenities.
