    Farm Bureau president Mike Wilson attached copies of documents, including a paper entitled "Appendix B, Draft Recovery Planning Guidance for Technical Recovery Teams."

    "We (Farm Bureau) strongly oppose the evolved and expanded recovery definition which goes beyond the requirements of the ESA and adds commercial/tribal/recreation harvest goals to local recovery efforts," Wilson wrote in his letter to the commissioners.

    "Harvest goals as a requirement of the local or regional recovery goals would lead to severe potential impacts to the county, agriculture and landowners within the county," he continued."Any broad or expanded definition of salmon recovery may also impact local land use planning and private property rights and legally commit and/or bind the county to expanded requirements beyond ESA."

    Wilson wrote, "The frustration of this process was noted by [volunteer citizen] committee members at the Dec 16 meeting of the Salmon Recovery Advisory Committee.

    Mike Wilson, a rancher and president of the Okanogan County Farm Bureau, welcomed the announcement as a ray of hope that salmon recovery policies will finally be freed from the clutches of environmentalists.
