BASCOMBE J. WILSON.Jay is Executive Vice President of the Center and oversees curriculum development and technical research.He has over 35 years experience in emergency management, disaster response, and contingency operations.He as been on-scene incident commander at hundreds of emergencies and accidents.He is a retired Air Force Colonel and served as a base commander, computer-communications systems program director, staff officer at the Pentagon, and Air Force Liaison Officer to FEMA regional operations.He has done extensive doctoral research on organizational crisis management and holds a Masters in Public Administration and a Bachelor's in Political Science.He is a Certified Emergency Manager (CEM) and has held numerous elected leadership positions in a variety of professional associations including the International Association of Emergency Managers and the Disaster Preparedness-Emergency Response Association.He is an active member of the American Society for Industrial Security, the Association of Professional Emergency Planners, and the Association of Contingency Planners.
