    FreeMarkets, based in Pittsburgh, requires both buyers and suppliers to sign agreements that contain strict rules, said Dan Willmer, director and general manager of FreeMarkets' automotive group.

    Buyers must sign an agreement stating they will award contracts only to suppliers participating in the auction and that only the price submitted in the auction will be the one considered for the award, Willmer said.

    "So there aren't negotiations after the auction," he said.

    On the supplier side, the agreement stipulates that to participate in the online bidding, suppliers may only submit their bids through the online auction.The suppliers cannot try to win business outside of the auction, Willmer said.

    "This is what we thought needed to be in place in order for suppliers to come and feel like they had a fair and equitable opportunity to win business," Willmer said.
