    Winnie Willis, ScD, RN, was appointed to The California Endowment's Board of Directors effective April 23, 2002.

    Dr. Willis is Professor Emeritus in the San Diego State University School of Public Health.She taught professionals from several health and health-related disciplines, as well as undergraduate students.Her particular emphasis was Maternal and Child Health (MCH), with expertise in women's health, African American infant mortality, evaluation of health services, cultural competency in health care, and health professions education and training.

    Throughout her career she has been Principal Investigator on national, state and privately funded research, evaluation, and community-based service grants.Dr. Willis has been published in several professional journals, including: Infants and Young Children, the Journal of Perinatal and Neonatal Nursing, the Journal of Toxicology, the Environmental Health Journal, Public Health Reports, and the Journal of the National Medical Association.She also authored a chapter in both editions of Lynch and Hansen's Developing Cross Cultural Competence.

    In addition to serving on the The Endowment's Board, Dr. Willis is also on the Board of the National Perinatal Information Center in Providence, RI, and the National Advisory Board of the Morgan State University School of Public Health, Baltimore, MD.Dr. Willis was Chairman of the Board of San Diego Birthing Center in the mid 1990s.She has held membership and/or leadership positions in the American Public Health Association, the Association of Teachers of MCH, the Association of MCH programs, and the Society for Perinatal and Epidemiological Research.

    Winnie Willis, a professor at San Diego State's Graduate School of Public Health, was contracted by the Black Infant Health Program to evaluate its success throughout the state.She collected statistics on "very low birth weight" babies (less than 3 pounds, 4 ounces) and "low birth weight" babies (less than 5 pounds, 8 ounces).

    Results were mixed.Willis' study showed that the percentage of very low birth weight babies born to program participants was lower than the percentage of such babies born to black women not in the program.

    The percentages of low birth weight or pre-term birth babies born to mothers of both groups were similar.But Willis said the results still showed a trend toward better birth outcomes for babies whose mothers participated in the program.
