Questions surrounding the accuracy of Camden's tax bills surfaced in March when Hood testified in a deposition that the city miscalculated back taxes owed by Mark Willis, owner of the historic Sears Building.

The report was prepared by the Division of Local Government Services in the Department of Community Affairs.
In addition to troubles in the tax collection department, the report cited long-standing problems with Camden's accounting and reporting operations, including the way the city handles grant money.
The three-page document also said several other departments, including law, public works, construction code, planning, police and fire, deserve a thorough assessment and overhaul in order to save money and provide efficient and effective municipal services.
Though much of the report focuses on problems, it lists a half-dozen improvements that were made under state supervision.
