Willis said Rio Vista was the county's only city to form a combined board for 4A and 4B.Most cities that have both (Cleburne and Alvarado have 4B only) form separate boards, he said.

4A funds are usually tied to projects that create jobs, while 4B money usually goes toward community development, Willis said.
