    Adrienne Willis, a spokeswoman for Veterans for America, said the group decided to research the effects of deployment on Pennsylvania National Guard soldiers after receiving an unusual number of reports on its online wounded warrior registry, which lets soldiers talk about their problems.

    "That lets us see trends, and there were a lot of responses from the Pennsylvania National Guard," she said.

    While Fort Drum has two dozen psychologists, social workers and substance-abuse counselors, the low number of psychiatrists is worrisome because psychiatric medication is common, Ms. Willis said."They're heavily medicated, and it's not something a social worker can deal with," she said.

    Army officials said a soldier deemed to be a deserter can be held for up to 30 days before being taken into military custody, but Veterans for America spokeswoman Adrienne Willis said it was her understanding that Lotero should have been transferred within 72 hours.

    "He hasn't seen a lawyer, he hasn't had any of his medication, he hasn't had any of the rights of an American citizen, so it's a little concerning," Willis said.Her group is investigating mental health care at Fort Carson.

    She said she was relieved to hear that Lotero would be returned to the base, where she said he would have access to an attorney and medical care.

    "We can advocate for him once he's back in the system," Willis said Wednesday afternoon.
