    But a misdemeanor conviction does not warrant immediate removal from the bench, as a felony would, said Seana Willing, executive director of the Commission on Judicial Conduct in Austin.

    "Judges are put on a pedestal, and people forget that they are human beings," Ms. Willing said. The state has filed no charges, and the judge is presumed innocent, she said.

    "The commission looks at these types of incidents seriously," she said. "But they also weigh the fact that it's an arrest and no charges have been filed and no case has been proven."

    Following agency policy, Ms. Willing refused to say whether a complaint has been filed or the commission has launched its own investigation.

    Seana Willing, executive director of the State Commission on Judicial Ethics, said that while judges are prohibited from raising money for other candidates, the rules on endorsing others are murky.

    "This area of ethics is not well understood by judges, let alone the public," she said.

    A 2006 court ruling, Willing said, created a narrow test under which judges could be found to violate ethics rules when it comes to endorsing other candidates.

    Things that were once prohibited, like wearing another candidates' T-shirt, she said, would no longer be violations.

    But she said that anyone who thinks a judge might have broken ethics rules could file a complaint.

    "Some don't like any political activity judges are involved in," Willing said.

    Judges are permitted to attend political functions, said Seana Willing, executive director of the State Commission on Judicial Conduct.But the Texas Code of Judicial Conduct states that a judge shouldn't engage in conduct that could "cast reasonable doubt on the judge's capacity to act impartially as a judge."

    Willing said issues involving judges' support for candidates are a murky area of the law.Her agency urges judges to be mindful of public perception of their political ties, she said.

    "Everything they do, because they're in a pedestal profession, is going to be scrutinized by the voters," Willing said.

    Sandoval's next hearing in the lawsuit he has in Flores' court is set for Tuesday.
