   Lowell has existing capacity for about 150 additional residential sewer-service connections. A moratorium on residential connections is in place, however, to reserve this capacity for new retail businesses, Biggers said.
   
   Lowell is considering pursuing an interim solution, such as an alternative sewer system that would treat septic-tank effluent, he said.
   
   The Springdale sewer project is almost identical to an earlier one in Rogers that allowed the Pinnacle development to flourish, an engineer said in an earlier meeting.
   
   The project could allow development on more than 16,000 acres. About 15,000 people live in the area, but engineers project more than 40,000 by 2022.
