    The fifth elected rep , Helen Willigar has been on council for a year.The five women are enthusiastic , and perhaps a bit nervous about the challenges they face in steering a fast-growing village.They concede they don't know a lot about road building , but they know how to manage and the village's five employees have the specific knowledge they may lack.They are confident they are up to the task.Apparently , the men of Caroline think so , too.It was clear going into the election that the result would be an all-female council.Six candidates sought the five spots , and all were women.

    Helen Willigar took her Oath of Office at the regular Village Council meeting last Tuesday, December 13.She recently won a byelection to replace Melanie Black who had resigned from Council.

    Willigar will serve on the RV Park/Museum committee and the Open Spaces Committee.She will also be the Village Council's representative on the Ambulance Board and the SPOG Community Affairs Committee.
