    Mark Williard, a Raleigh architect involved in the initial project planning, described elements of a "training town" that would give firefighters realistic experience in confronting a variety of fire, smoke, chemical and other hazards in urban and rural settings.

    He told airport authority members the center would include classrooms, arson and chemical laboratories, an eight-story drill tower with an elevator and stairwells, urban storefront facades, and facilities to simulate emergencies involving aircraft, rail cars, tanker trucks and toxic chemicals.
