Ed Williard, president of Sunray Inc. and a board director for the Central Oregon Visitors Association, said better skiing at Bachelor this year hasn't translated into the boost in business he had hoped for.

"When we got this snow, we thought the phones would be ringing off of the hook," he said."They're not."

Williard said the state's unwillingness to spend more money on tourism advertising has meant he hasn't seen many new customers.

"They're all return renters," he said.
