Mr. Williar received his Bachelors of Arts degree (Mathematics and Physics) from Bridgewater College, Masters of Education degree (Edu-cational Administration) from the University of Virginia, and com-pleted doctoral work at the Univer-sity of Virginia.
He taught in Norfolk County Schools, and was a principal at Emporia Elementary School and Burnley-Moran School in Char-lottesville.From 1956 - 1967, he was the Assistant Director, Student Aid and Placement; Director, Stu-dent Aid and Placement; Assistant to the Director, Office of Institutional Analysis; Lecturer, School of Educa-tion; Director, office of Placement.U.S. (Office) Department of Educa-tion, at the University of Virginia.In, 1967 -1994, he was the Program Officer, Regional Office, Charlottes-ville; Senior Program Officer, Re-gional Office, Philadelphia; Acting Regional Administrator, Philadel-phia; Deputy Regional Administra-tor, Philadelphia; Chief, Campus-based Programs Branch, Division of Policy and Program Development, Washington; Chief, Grants Branch, Division of Policy Development, Washington.After retirement from the U.S. Department of Education he worked as a Reservation Repre-sentative for United Airlines, until 2000.
He was united in marriage on Aug. 5, 1950, to the former Kathy Miller Williar.
