    Nearly 700 households in the area experienced a momentary interruption in power, but Peco Energy Co. spokesman Terry Williamson couldn't confirm whether the 6:17 p.m. accident caused the interruption.

    Peco reported more than 1,000 scattered outages throughout Bucks and Montgomery counties Sunday night.

    "It's not anything out of the ordinary," Williamson said."We can get reports of that many outages on any given night for a variety of reasons."

    The National Weather Service issued a winter storm advisory through today for Bucks and Montgomery counties.The storm started as rain Sunday afternoon, then turned to snow before tapering off to flurries.

    The threat of a winter storm sent people scrambling for gas, food and shovels.

    "Our rates are capped in Pennsylvania to the year 2010, so there won't be any increase until after that point," said Terry Williamson, PECO's director of communications."Certainly there won't be any immediate impact."

    PECO serves the five-county metropolitan Philadelphia region.

    Current rates were capped in 1999 under then-Gov.Tom Ridge as part of a restructuring agreement to deregulate the electric utilities in the state, said Williamson.
