    Mark Williamson, ATC vice president of major projects, said an underground line has a smaller power-carrying capacity and would cost between $1 billionand $1.5 billion, depending on how much is buried.The price for the above-ground route would be about $200 million, he said.

    As PRW Communications, the redesigned firm will continue its core mission of providing strategic and crisis communications, media relations, government affairs and creative services to its customers.But with Williamson on board, the company will expand its focus on national energy issues that includes utility infrastructure siting, permitting, public outreach and construction processes.

    Williamson, an attorney and Wisconsin native, is looking forward to new opportunities."I've done a tremendous amount of work with Putnam Roby Communications over the years and know they are respected and committed to winning, and they also have a lot of fun navigating the volatile waters of politics and strategic communications," he said.

    Williamson has spent more than three decades in the utility business and has been associated with ATC since its inception in 2001.One of his crowning accomplishments at ATC was the permitting and construction of the Arrowhead-Weston 345kv transmission line in northwestern Wisconsin, the largest transmission project to be completed in 30 years.

    He also has managed external relations for the 100-mile 345kv Gardner Park-Central Wisconsin-Morgan-Werner West project and the 85-mile Cranberry-Conover-Plains project - all currently under construction.Williamson currently is leading the public participation process for the proposed transmission line projects in and around Dane County and will remain active with Dane County projects throughout 2008 as a special consultant to ATC.

    In this particular application, ATC will not designate a "preferred" or "recommended" route in its application.Williamson said both routes are viable options, but impact communities and landowners in very different ways, and represent distinct challenges.

    Mark Williamson, ATC vice president of major projects, said "2013 will still work and not jeopardize the integrity of the electrical system" because of a slight decline in projections for the area's electricity needs.He added, though, if anything happens to delay the project further, "this timing doesn't give us any slack time."

    Williamson said he's still convinced the high-voltage line is essential."There's no real hope that the economy or the county's growth is going to slow down enough that you can avoid the need for the power line," he said.

    In response to requests by city and county government and the state Public Service Commission, a Chicago engineering firm is studying the feasibility of burying the transmission line, as well as potential routes, Williamson said.ATC is paying the cost, which he said is "a few hundred thousand dollars."The study is expected to be completed in June.

    Williamson said he doesn't think burying the line will prove warranted."Undergrounding is generally saved for major urban areas -- downtown New York or Chicago.Not the highway or rural settings around Madison," he said, citing substantially higher costs and traffic problems while construction is underway.

    Three potential paths for the high-voltage line will likely be narrowed to two in August, before the expected October filing, Williamson said, and a route along the Beltline is expected to be one of them.
