    Winchester fire crews were called to the two-story house about 12:40 a.m., said Battalion Chief Kenneth Williamson.

    Firefighters quickly extinguished heavy fire on the first floor, but the flames had spread to the second floor.

    Neighbor Teresa Shoemaker said she became aware of the fire after her dog woke her up.There was heavy smoke in the area and the street was closed for a couple of hours, she said.Shoemaker said she didn't return to her home until about 3 a.m.

    No one was seriously hurt, but 11 people were treated for smoke inhalation on the scene, said Kenneth Williamson, battalion chief for the Winchester Fire Department.Two people went to Clark Regional Medical Center in Winchester, where they were treated and released, Williamson said.

    When firefighters arrived at the scene on Oxford Drive, flames were licking out of a first-floor window.Penni Stamper and two children, who were trapped on the third floor because of choking smoke in the stairwell, were rescued by firefighters with a ladder, Williamson said.

    "We had the fire completely under control 40 minutes after we arrived on scene," WFD Battalion Chief Kenneth Williamson said this morning.

    Williamson said the Clark County Fire Department also was called to the fire.

    "We called the county and when they responded, they asked what we needed," Williamson said."I said manpower and they sent a large number of their personnel."

    The Winchester Fire Department itself threw a lot of manpower at the fire, Williamson said."We had 38 firefighters respond from all three stations and callbacks," he said."We had 21 callbacks.We sent two engines, an engine aerial, a squad truck and five ambulances."

    Williamson said 11 people were treated at the scene for smoke inhalation and two others were transported to Clark Regional Medical Center, he said.

    Williamson said this morning the cause of the fire was a familiar, if disappointing, one.

    "It was caused by children playing with a cigarette lighter," he said.

    And it forced the residents of the building to seek alternative shelter for the night.

    "All the apartments received smoke damage and the electricity to the building was cut off," Williamson said."When that happens, we have to close the building."

    According to spokespersons for the Winchester Salvation Army and the American Red Cross in Lexington this morning, neither of those groups was called for assistance in finding the residents shelter.

    Maintenance workers for the company were on the scene early this morning, Williamson said, and the owners were expected there this morning.

    According to WFD Battalion Chief Kenneth Williamson, who was on the scene that morning, the house was engulfed in flames on all sides except the rear when firefighters arrived.The entire house was a loss, officials said.
