Jane Williamson, an AOGCC engineer, presented the briefing as a professional paper on "Multiphase Meter Guidelines" at a recent Western Region conference of the Society of Petroleum Engineers meeting in Houston. The guidelines are available online at http://www.aogcc.alaska.gov/MeterGuide.htm.
One responsibility of the AOGCC is to approve the methodology and equipment utilized for well testing and production allocations in Alaska. The tests are used to determine owner and royalty owner production shares, production volumes that are subject to severance tax and to monitor reservoir performance.
"Production measurement with multiphase meters is relatively new technology," Williamson said.

Williamson said the guidelines will improve operators' understanding of state requirements and decrease the effort and time needed to prepare and process applications for MPM use in Alaska.
"Alaska's new guidelines are the first regulatory standards for multiphase and wet gas meter use in the United States," Williamson said.
"The AOGCC recently approved a three-year trial test of the guidelines in North Slope oil and gas fields," she added.
