Mr. Delton Williamson

Denver, Colorado - November 9, 1998 - SEMSI is pleased to announce that Mr. Delton Williamson has joined the Board of Directors.Mr. Williamson brings over 36 years of financial and operational management experience to the Company.This experience was gained from both domestic and international projects.

Mr. Williamson began his career in the United States working for International Paper Company and Shell Oil Company.In 1960, he began his overseas career working for Cerro de Pasco in Peru.Afterwards, he served 10 years in Pakistan with Tipton & Kalmbach Inc., a civil engineering consulting firm, managing all financial and general services activities for the Link Canals portion of the Indus Basin Project.From 1971 to 1982, he held various senior financial positions on a number of operations in North Africa, the Caribbean, and Middle East.In Saudi Arabia, he was in charge of all financial management activities for various construction projects, including facilities for Aramco and YBA Kanoo.

Since his retirement in 1982, he has been asked to return to perform several short-term consulting assignments for projects located in Saudi Arabia and Sri Lanka.

Mr. Williamson is a graduate of Tulane University with a Bachelor of Arts in Business Administration.
