    NEWPORT- After 33 years, the longest serving elected county official, Cocke County Property Assessor Delmar Williamson, has decided to retire and in doing so, presented his resignation to Cocke County Clerk Janice Butler on Monday.

    "First of all, I would like to take this time to let you know how much I appreciate each and everyone of you in Cocke County," said Williamson."You have always been kind to me and helped me with my budget.I have always liked the community in which I live."

    Williamson said he has tried to make a difference in the community by serving the public as Cocke County Property Assessor since he was first elected in 1984.

    Williamson began working in the property assessor's office in 1971, after returning to Newport from his service in the Vietnam War.

    "I have given it much thought and have made one of the big decisions in my life, which is to retire as of December 31, 2004," said Williamson."I will miss assisting everyone in the community, but I feel it's time for me to retire so that I can spend some time with my family."

    Williamson has been married to his wife, Patricia for more than 25 years.

    NEWPORT- Cocke County Property Assessor Delmar Williamson said on Tuesday that the property assessor's office is in the process of mailing out the Assessment Change Notice to some property owners.

    "The Assessment Change Notice is not a bill," said Williamson."The notice is being sent to property owners that have recently purchased or sold a portion of property, made any change to an existing improvement, or had new construction on a property."

    Williamson said these changes include, but are not limited to garages, carports, utility buildings, and any other change made to a property that has not been previously assessed.

    "You will also receive an Assessment Change Notice if your property was reviewed and some item that is part of your property was missed in prior years," added Williamson.

    Williamson said that most business owners would also receive the Assessment Change Notice concerning personal property.

    "If you receive a notice and your business is closed, it's very important for the business owner to contact the assessor's office immediately," said Williamson.

    Williamson said there is information on the back of the Assessment Change Notice that will tell you about laws that will be helpful to you in filling out the form properly.

    "The information describes the Greenbelt Law that is for 15-plus acre tracts of land and about the Tax Relief Program for elderly or disabled persons," said Williamson."It will also explain how to appeal your appraised value if you disagree."

    Williamson said the Cocke County Board of Equalization will meet beginning Tuesday, June 1 from 9 a.m. to 3:30 p.m. in the Cocke County Property Assessor's Office to allow property owners who disagree with the new appraisal and opportunity to offer evidence supporting what they believe the actual value of their property to be.

    "Property owners that are still dissatisfied with their appraisal after meeting with the Cocke County Equalization Board may then appeal to the State Board of Equalization," said Williamson.

    Williamson said his office would begin mailing the Assessment Change Notices to property owners this week.
