Capt. Tammy Williams, who heads the Animal Control Bureau, said the city is working to increase adoptions, and believes the process is as fair and streamlined as possible.
"We do the best we can to accommodate everybody," she said."If someone can figure out a better way for us to do it, we'd be glad to listen."
It may take a little longer, she said, but when people adopt a pet from the shelter, they don't have to go anywhere else.
"We take care of all of it for you," Williams said.

Capt. Tammy Williams said the Charlotte shelter's adoption procedures are designed to be fair to everyone.The bureau opens at 11 a.m. to give workers time to feed the animals and clean the building, she said.It also allows the shelter to stay open so people can visit after work.
Years ago, the shelter tried adopting out animals on a first-come basis, without a waiting list, she said.
