In 1988, Brian Williams founded Railway Equipment Corporation (REC), a business that specializes in in-plant railcar moving locomotives that are battery operated.

Mr. Williams has over 25 years of experience in locomotive design and sales.Besides operating his business he is on active duty with the U.S. Coast Guard and works part-time at AirNet Systems Inc. at Columbus International Airport.

When Mr. Williams came to ECDI the business had been surviving through the lease of its locomotive equipment and through the ability of the owner to barter for necessary business services such as bookkeeping and accounting.

Mr. Williams desired to expand the business and at the end of 2004, the company received a $452,000 New Technology Research and Development Grant from the State of Texas Commission on Environmental Quality.
