DR. RICHARD WHITE Dr. Richard White earned his B.A. in pastoral training from San Jose Christian College in 1972 and his M.Div. in Old Testament Language and Literature from Emmanuel School of Religion in 1978. Several years later, Richard continued his education and received his masters and Ph.D. in Urban Studies from Portland State University in 1996. Richard currently serves as Professor of Urban Studies and Planning at Portland State University. His current research interests include the "Charitable Choice" section of the 1996 federal welfare reform law established rules for collaboration between government and religious institutions.
