Mark Westergard has been a partner in Fulbright & Jaworski L.L.P.'s Dallas office since 1990.His legal practice primarily relates to the issuance of debt securities by political subdivisions of the State of Texas.He acts as bond counsel , issuer's counsel , trustee's counsel and underwriter's counsel.Mr. Westergard has significant experience in state constitutional law relating to political subdivisions of the state and in financing secondary markets for the acquisition by eligible lenders of student loan notes.

Mr. Westergard has over 15 years' experience representing clients as bond counsel , underwriter's counsel , issuer's , user's and trustee's counsel in a wide variety of public and private activity financings.He has experience in transactions involving both tax-exempt and taxable debt for counties , cities , school districts , industrial development corporations , water districts , joint action agencies ( electric power and energy ) and higher education authorities , as well as drafting and lobbying for bills in the Texas Legislature.
