After three years of hearings and conferences, the Committee (known as the "West Committee" after its Chairman, then State Senator John C. West) submitted its Final Report to the Governor and General Assembly.The Final Report recommended amendments to the Constitution that would place the control and management of county and municipal affairs in the hands of local officials.
It was not until 1972 that the General Assembly submitted the amendments to the voters.With the voter's approval, "home rule" had been sanctioned by the voters and the General Assembly was left with the responsibility of providing the statutory framework for counties and municipalities.Thereafter, the General Assembly enacted various statutes regarding the powers of counties and municipalities.
