IPAA President Denise Bode announced the hiring of Milton Wells as the new director of Tax and Budget Policy, effective May 1.

Wells brings a variety of experience and knowledge in the areas of tax and budget policy and legislative affairs to the national trade association representing independent oil and natural gas explorers/producers.
Most recently, Wells has worked as the director of Federal and State Relations in the Washington, D.C. legislative and lobbying firm of Whitten & Diamond representing a variety of corporate, state and local interests.
Prior to joining Whitten & Diamond, Wells was director of the Office of Federal Relations for the National Association of State Treasurers (April 1989-February 1996).
He directed the organization's lobbying activities in the areas of tax-exempt bond financing.
Regarded as a tax expert by the national media, Wells has been quoted in articles appearing in numerous publications, including The New York Times, The Wall Street Journal, The Washington Post and the National Journal . He has also made an appearance on the Cable News Network (CNN).
As Vice President at Liz Robbins Associates for one year beginning in March 1988, Wells advised large investment firms and associations on legislation.
He secured passage of several significant tax provisions for clients.
Wells served as an advisor to Montana Senator Max Baucus on a broad range of tax and economic policy issues from April 1987 to January 1988.

As an adviser to the commissioner and legislative liaison at the Internal Revenue Service for nearly 11 years, Wells was responsible for the economic, legal and statistical analyses of the federal tax system in such areas as energy, transportation and education.
Wells graduated from Randolph-Macon College in 1971 with a bachelor of arts degree in Political Science and Public Administration.
He worked on a master's degree in Business Administration at the University of Virginia.
He also attended George Washington University, where he studied Legislative Affairs and Public Policy Economics.
