  Stacy Welling, the DNR's U.P. field deputy is in charge of the two Upper Peninsula CACs, which includes an east and a west council, both made up of 20 people.
  
  "A lot of staff and members of the public have put a lot of work into making this happen," Welling said. "Now the CACs are helping the department to act more efficiently and responsibly."
  
  Welling said on of the biggest problems with complaints is that the people complaining aren't aware of who can make the needed changes.
  
  "People don't know who controls what," Welling said.

  MARQUETTE - Stacy J. Welling, a native of Powers, has been named the Michigan Department of Natural Resources' Upper Peninsula field deputy by DNR Director Rebecca Humphries.
