Weiss said he hopes that by recharging the aquifer, the water management district will allow permits for increased groundwater pumping in the water use caution area.
"When you recharge, there's a provision in the water use caution area that there's an environmental net benefit," Weiss said."If you can do that, you can have some of the water back."
Weiss said similar projects have been successful across the state, but water district officials question whether the recharge concept is workable.

Weiss agrees wastewater going into the reservoir will need further treatment but said those costs are small compared with the regional benefits of reusing so much wastewater.

"This is the time when we get people onboard who want to be part of the project," Weiss said.
