    Holding those accountable for wartime contracting waste, fraud, and abuse is as important as fixing systemic problems with the federal government's contracting procedures, said U.S. Senator Jim Webb (D-Va.) today.

    Testifying at the inaugural hearing of the Commission on Wartime Contracting (CWC)â€"which Webb successfully created with Senator McCaskill through legislation they introduced in 2007â€"the lawmakers pressed the panel's commissioners to aggressively use all available resources to deliver on this goal.

    Today's session was the first of several hearings to be conducted as the CWC carries out its statutory mandate. The bipartisan, independent Commission is charged with addressing the systemic problems associated with the federal government's greatly expanded reliance on wartime-support, reconstruction, and private security contractors in Iraq and Afghanistan.

    "Every interested American knows that there was waste, fraud and abuse following the invasion of Iraq," said Senator Webb. "They want us to demonstrate that we're going to do something about itâ€"not simply in terms of process, but also in terms of accountability. There is a very urgent need to restore public trust in the process by holding those responsible accountable."

    Senator Webb underscored the important role of the Commission, urging the commissioners to "be aggressive" in satisfying their mandate and to speak up if they required additional resources and time to conduct their work.

    While surfing the Internet, I came across a portion of a letter I sent to James Webb, director of NASA, on NevadaLabor.com News Bulletin that said, "On March 7, 1962 in Alabama, Montgomery black leader Uriah J. Fields (a former aide to Martin Luther King Jr.) called on NASA director to put an African American on the list of astronauts."

    Steven L. Moss, in his thesis for a master's degree, which focused on "NASA and Racial Equality," made this reference to the letter: "Fields told Webb that Black Americans took pride in the astronauts' achievement but wanted to see a black man in the next astronaut selection."

    Senator Webb - a former Marine and secretary of the Navy in the Reagan administration - is in many ways an unlikely person to champion criminal justice reform. But his background makes him an especially effective advocate for a cause that has often been associated with liberals and academics.

    In his two years in the Senate, Mr. Webb has held hearings on the cost of mass incarceration and on the criminal justice system's response to the problems of illegal drugs. He also has called attention to the challenges of prisoner re-entry and of the need to provide released inmates, who have paid their debts to society, more help getting jobs and resuming productive lives.

    Mr. Webb says he intends to introduce legislation to create a national commission to investigate these issues. With Barack Obama in the White House, and strong Democratic majorities in Congress, the political climate should be more favorable than it has been in years. And the economic downturn should make both federal and state lawmakers receptive to the idea of reforming a prison system that is as wasteful as it is inhumane.
