    Busia is oddly different from other districts, says Mr Enock Walugembe, public relations officer of the Busia Customs Post.

    He says boys in the district appear to abandon villages as soon as they reach their early teens, rushing to town to start smuggling."In other districts, young people drop out of school to start farming.But ride through rural Busia, and you won't find a single field of maize or potatoes, even if it has plenty of arable land," Walugembe says.He says district leaders must start a vigorous campaign to orient young people toward other sources of income.

    The spokesperson for Busia Customs Post, Mr Enock Walugembe, urged the district leaders to respond swiftly and encourage people to turn to legitimate and sustainable income-generating activities.

    "It's a challenge, but since the CU is now irreversible, our task is how to make our people adapt to new changes.District leaders must meet this task," he said.

    Walugembe said for long Busia youths have lived on an illegal activity, treating it like it were a normal occupation.
