Board Member Paul E. Walters is a 25-year veteran of the Los Angeles Police Department and holds the rank of sergeant.He has expertise in narcotics , gang enforcement , and emergency management.He is a graduate of John A. Rowland High School.He attended Mount San Antonio College where he majored in Police Science.He also is graduate from California Specialized Training Institute with certificates in Officer Safety , Aircraft Disaster , Hazardous Materials First Responder Awareness , Earthquake and Disaster Planning , Disaster Management , and Emergency Operation Center Design and Function.He is certified by the state as an instructor of Standardized Emergency Management System and the Incident Command System.He is considered one of the state's experts in emergency management.He has been an instructor at the Los Angeles Police Academy , teaching courses in Unusual Occurrence and S.E.M.S. to all ranks.He is a Vietnam veteran having served six years in the US Navy.He has been a resident in the area for over 30 years.He has served as Board President , Vice President , and Clerk of the Board of Education.He is a member of the Rowland Heights Community Coordinating Council , Elks Lodge..He has been a leader in Community-Based Policing.He has three children two of which are attending Rowland Schools.His present term expires in November 2001.

Paul Walters, age 75, of ST RT 61, Mt. Gilead died early Friday morning, August 27, 2004, at this residence.He was born June 5, 1929 in Alliance, Ohio to the late James L. and Ellen Rose (Bruey) Walters.

Paul was retired from the Ohio Edison Company where he had worked in the construction field for 38 years.Paul served four years in the United States Navy, attended the Harmony Baptist Church, coached Pee Wee Baseball and was the founder of the Cardington Police Auxiliary.He was a member of the Morrow County Sheriff Special Unit.Also, he helped to build the Cardington Baptist Temple where he was involved in all aspects of the building process.

On June 3, 1948 in Massillon, Ohio he married the former Vera "Maxine" Norris and she preceded him in death on January 17, 1999.
