    Though the city was plagued by particulates in the air from foundries and coal-fired boilers, air quality also was hurt by the mountains and valleys that earned Chattanooga its Scenic City reputation, said Kelley Walters, a public information specialist with the Chattanooga-Hamilton County Air Pollution Control Bureau.

    "Chattanooga is in a valley surrounded by a bowl of mountains," she said."You get the temperature inversion -- a layer of hot air gets trapped in the bowl, and the cool air under it tries to rise up and bangs into the hot air and can't go anywhere, so it just circulates and you end up with a big mess in the bowl."

    Though the city has cleaned up through clean air initiatives as well as through a shift away from its industrial roots, air quality in the valley still presents a major challenge, Ms. Walters said.
