    In the first half of 2004, the NAACP also protested the demotion of JoAnn Walters, the District 87 director of reading, Title I and academically talented services, who was transferred to a classroom teaching position in February 2004.

    District 87 board members said they had to cut Walters' position as a result of decreased Title I funding, which provides districts with assistance for low-income students.

    NAACP members joined other community organizations in a peaceful demonstration outside a school board meeting.Williams told the school board that his organization and other business and church leaders would donate more than $21,000 to keep Walters in her current position.
