Jim was called to active service in the Army in 1943 with a remarkable group of junior class ROTC friends, who were sent to Camp Roberts, Calif., and then to officer's candidate school before receiving their commissions.He studied chemical engineering before switching to law while in the Army.On his graduation from law school, he served in the Army Judge Advocate Corps for 20 years.His service included tours immediately after World War II as an infantry platoon leader in Japan and Korea and later as judge advocate in many memorable posts including the Third Armored Division in Frankfurt, Germany, and at the Pentagon.He also was judge advocate for the Utah Military District at Fort Douglas.In 1967, he served a tour of duty in Vietnam, often flying in combat zones to conduct army trials.He received his master's degree in international law at the University of Virginia while in the Army.He retired from the army as Chief Judge Advocate at Fort Ord, Calif.He then became chief administrative law judge for the California State Personnel Board, which he served for nearly 30 years. After his retirement from the state post he was in private law practice. He married Maxine Cropper in Evanston, Wyo., on March 9, 1943.They celebrated 59 years of marriage two days before his death. Maxine survives, as do their adoring children, Laura Waller, Elizabeth Duarte, Richard (Janice) Waller, and daughter-in-law, Pam Swansen, all of Sacramento, CA; five grandchildren, James Waller, Taylor and Eric Duarte, Brooke and Chris Waller, and a sister, Shirley (Milton) Hollstein of Salt Lake City.
