    The bill contains a range of measures that will assist VCAT to minimise costs and resolve applications quickly and informally.They will assist VCAT to make the most efficient and effective use of its resources.

    While many of these measures are, in varying degrees, now in use by tribunals, common procedures and the consistent approach to them will produce far more beneficial results.[23]

    Mrs Wade concluded: VCAT will be the most comprehensive reform in Australia in this area to date.

    We also believe we have a lot to offer the Criminal Justice System, and indeed we met with the previous Attorney General Mrs Jan Wade on several occasions and she listened very intently to what we had to say in regards to Un-Sworn Statements that she later abolished, Victim Impact Statements, that she later introduced, also the Victim Referral and Advice Services and The Witness Assistance Service.

    We are yet to meet with the incumbent Attorney General as yet 31st October 2001 but have met with several of his representatives.

    Attorney-General, Jan Wade, today announced the appointments to the three new independent statutory authorities in preparation for the historic changes to Victorias legal profession.

    From January 1, 1997, the practice of law in Victoria will be regulated by the new Legal Practice Act which will be overseen by three statutory authorities - the Legal Practice Board, the Legal Profession Tribunal and the Legal Ombudsman

    Mrs Wade said the new Act would make the regulation of legal practitioners more accountable to the Victorian community.

    The Legal Practice Board will play a key administrative function in overseeing the regulation of the profession.

    Chairman of the Board will be Ken Marks, QC, a former Victorian Supreme Court judge, Mrs Wade said.

    Mrs Wade said she was pleased that people with distinguished backgrounds had agreed to take on these important appointments.

    These appointments are the culmination of the most far reaching reform of the structure and regulation of the legal profession in Victoria this century.

    All three new bodies will begin operations from January 1, 1997.They will represent the public face of the reforms and will help the legal profession deliver more effective and efficient services to the community, Mrs Wade said.

    Mrs Wade said the Legal Practice Act also established a blueprint for practitioners to establish Recognised Professional Associations (RPAs) with regulatory powers similar to those of the Bar Council and the Law Institute.

    Over time new RPAs will be established and seek to secure members and regulatory responsibility.

    Other changes made under the Act include increased opportunity for direct access to barristers, enhanced disclosure of costs by practitioners and provision for uplifted fees in litigation conducted on a no win-no fee basis, Mrs Wade said.

    NURSING MOTHERS WARNED ABOUT LABOR PUBLICITY STUNT - [Cached Version]

    Minister for Women's Affairs, Jan Wade, today warned Victorians not to be hoodwinked by the Labor Party's public relations scare campaign which is claiming women are not entitled to breastfeed in public.

    Mrs Wade said it was ironic Labor's Christine Campbell was introducing a Private Members Bill relating to breastfeeding when the State Opposition voted against the implementation of the Equal Opportunity Act.

    "Mothers have enough to worry about when they are caring for young children, often juggling careers, homes, finances and other responsibilities.

    "They do not need the Labor Party's attempt to political point-score at their expense to be added to their already hectic lives."

    Mrs Wade said the rights of nursing mothers and their babies were already well protected under the Equal Opportunity Act.
