    "Nothing the city does in their landfill can be inconsistent with the county solid waste management plan," said Jim Wade, vice president of Nesbitt Engineering, the city's landfill consulting firm.

    The city wants to expand the capacity by 81,200 tons and airspace volume of 135,282 cubic yards, which piles up to be less than one year of waste space.The airspace is vertical space, not horizontal, Wade said.

    "It's just the way the design worked out with the incidental increase," Wade said as he addressed the court.

    The design will make it cheaper to construct, he said.

    The county has to allocate air space for landfills but the current solid waste plan doesn't accommodate the extra 81,200 tons, which is where the inconsistency lies.The city will come back after a 30-day grace period and ask the court to amend the solid waste management plan to accommodate the expansion, Wade said.

    There will be another public hearing scheduled.

    The city will again come back a third time if the second resolution passes to ask for another determination of consistency for the revised solid waste management plan, Wade said.

    Vice President of NESBITT, Jim has over thirteen years supervisory and managerial experience in both the public and private sectors.His strength lies in the management of complex projects, drawing on both his engineering background and his experience as a regulator to bring these projects to a successful conclusion.Jim's role, in addition to various administrative duties, is primarily one of senior project management in the fields of coal and solid waste.Acting in this role, he is responsible for budgeting, resource allocation, project personnel assignments, client contact, and cost and progress oversight.As workload allows, Jim also assumes a more direct, "hands-on" supervisory role for various projects in coal and solid waste.

    In addition to these duties, Jim is involved with various organizations.He currently serves as Vice Chairman-elect of the Professional Engineers in Mining branch of the Kentucky Society of Professional Engineers.He is also an active participant in the permitting initiative being conducted by the Kentucky Natural Resources and Environmental Protection Cabinet to study ways in which state environmental permitting may be made more efficient.In the past he has served in various capacities on the technical committees of the Kentucky Coal Association, Coal Operators and Associates, and the Knott-Letcher-Perry Independent Coal Operators Association.

    Prior to joining NESBITT in 1986, Jim was the manager of the Permit Review Branch of the Division of Permits, Department for Surface Mining Reclamation and Enforcement in Frankfort, Kentucky.In this job Jim was responsible for the technical review of mining permits in the Commonwealth of Kentucky.This position entailed the supervision of approximately forty technical and support personnel, and the administration of 5,000 existing mining permits, including the review of new applications, amendments, and revisions to existing permits.Jim coordinated this Branch with others within state government including the Division of Waste Management and the Division of Air Quality.
