    Alex Vogt, DOT project manager, said the state is still on track to add turn lanes, a new traffic light and 20 parking spaces to the intersection by the end of 2010.

    National Grid has rerouted a gas main under the intersection, but FairPoint Communications still has to put telephone wires underground. Vogt said a lot of the utility work has been completed, but there are still utility poles surrounding the intersection. There have been no problems with any of the work so far, Vogt said.

    "Once the utilities are out of the way, it won't take them long to finish," he said.

    Vogt said demolishing the existing parking lot, where the flower store stood, will now take place next spring, along with paving the intersection.

    Alex Vogt, project manager for the Department of Transportation, said that the access road was designed to accommodate tremendous growth at the airport, and its construction may now catalyze commercial and industrial development in towns along its path.

    "It starts near the Bedford toll plaza on the Everett Turnpike, goes eastery then sweepts north about two miles to tie into the current entrance at the airport," Vogt said.

    "I have already received inquires from three or four developers," Vogt said."There has already been a lot of development along Route 3, and this project will likely lead to some development sooner than it would happen normally.I think it will be substantial."Vogt said that in the past 15 to 20 years, the airport has seen increased traffic, and subsequently commercial and industrial development on Brown Avenue has increased and exceeded capacity.

    The construction of the access road means that developers will now be able to find virgin land that for the first time stands on a highly accessible roadway.

    "There are about 1,000 acres in Londonderry that has not been developed, and the town has significant development plans that dovetail with our project," Vogt said.

    Alex Vogt of the New Hampshire Department of Transportation is the project manager for the bridge replacement.He said the bridge will be replaced this winter.

    "The work can be done over winter fairly well.The benefit comes because we need to close the roadway during construction and there is less traffic," he said.

    The estimated cost for the replacement is $1.8 million.Vogt said it is hoped the bids come in around that figure.

    But the Lafayette Road southbound bridge is the first that will be addressed, according to Alex Vogt, project manager at the DOT. The project plans call for the Lafayette Road bridge to be removed and replaced with a new signalized intersection - 550 feet south of the existing intersection of Greenleaf Avenue and the bypass.

    "We want to attack this one first because it's the worst," said Vogt. "The concrete is in poor condition and it's structurally deficient. It's still safe to go over and it has not been down posted, so it can handle the load ... but it's one of the top bridges we want to fix."

    Vogt said bridge maintenance crews will inspect the bridge soon, following a motorist's report that a chunk of concrete fell off the Lafayette Road bridge onto the roadway last week.

    All red listed bridges are inspected twice a year by the DOT, he said, and are repaired when needed.

    Vogt said there are several temporary repairs that can be done to keep what is there in tact until work begins. One of the ways is to secure wooden boards beneath the bridge to catch small pieces of concrete that fall. Currently many of the bridges have nets attached to both sides of the bridge to catch debris.

    "We keep an eye on them. We look to see if things are loose or deteriorated further. We might do a patch if we need to," said Vogt.

    There was little opposition to the project, but DOT Project Manager Alex Vogt said the impact on most of the 20 to 30 properties is minor.

    Barrow's duplex, however, presents a significant challenge that was impossible to avoid, Vogt said. Because of its proximity to the bridge and the road it would be very hard to maintain access to the property during construction. In addition, the project will require high voltage power lines be moved to where the duplex now stands.

    "There's a number of reasons, mostly construction related, but also providing access to the project even after the project is done would be difficult," said Vogt.
