That a law was needed puzzles Rick Vix, chairman of the social studies department at Heights High School.

"What do the legislators think we're doing?"Vix said."We teach the Constitution and we teach government."

Wichita sophomores, in fact, start out the school year with a nine-week unit on the Constitution.Other high school students take either history or government class, where different aspects of the Constitution are taught.

"It's kind of a silly thing to mandate, but maybe there are school districts that don't do these kinds of things," Vix said.
