    This 2004 decision by the federal government required one universal means of identification for all federal employees and contractors, said Mark Visbal, director of research and technology for the Virginia-based Security Industry Association.

    This year the federal government will begin distributing those ID cards.They will contain both biometric data and security codes, and they will be used for physical access to buildings and facilities as well as for access to computer networks, Visbal said.

    Multinational corporations are starting to look at similar ideas because of the control and cost savings they can provide, he said.

    Small and mid-sized businesses have been slower to adopt such technology, Visbal said.
