lympton Police Chief Barry Vinton has agreed to pay a $2,000 fine for violating state conflict of interest laws by hiring his wife as a department clerk.
The state Ethics Commission found that Vinton recommended his wife, Carol, encouraged selectmen to increase her hours, and approved warrants for her pay.As part of a disposition agreement made public last week, Vinton has agreed to pay the state a civil penalty of $2,000 and has waived his right to contest the findings in court, said commission spokeswoman Carol Carson.
Vinton could not be reached for comment.
Massachusetts conflict-of-interest laws prohibit municipal employees from participating in matters where an immediate family member has a financial interest.Public officials can file for an exemption from the state, allowing them to participate in such matters by proving that their integrity will not be compromised.But officials say Vinton did not file for an exemption.
In March 1998, Vinton recommended that the town's Board of Selectmen hire his wife as the police department clerk for a maximum of 19 hours a week at a salary of $6.75 an hour.In the spring of 1999, Vinton asked selectmen to increase the number of hours to 25 per week.The town ended up funding the position for 22 hours per week, which allowed his wife to receive town benefits.
In 2000, Vinton recommended that his wife's job be increased to 40 hours a week for fiscal 2001.Last July, she began working 32-hour weeks, according to the Ethics Commission disposition.
