    Jerry Vink, executive director of the Newfoundland and Labrador Human Rights Association, says the decision could lead to an array of problems, including bitterness in the workforce.

    "I think it's quite worrisome," he says.

    Vink doesn't think governments will often use budgetary constraint as a reason to override Charter rights.

    "But I think it has implications all over the place," says Vink, who worries private employers will use the ruling as an excuse to avoid pay equity decisions.
