  Mr. Vaughan has over thirty five years of experience in housing development and management, most recently as the Executive Director of the Howard Countyy (MD) Department of Housing and Community Development.He has had experience in the public, private and charitable sectors of the development community with such organizations as the U.S. Department of Housing and Urban Development, National Housing Partnership Corporation, Housing Assistance Council, Inc., Rural Housing Service, Inc., and Niagara Frontier Housing Company.
  
  He has had consultant contracts with the New York Division of Housing and Community Renewal, Florida Department of Community Affairs, and Maryland Department of Housing and Community Development.
  
  Mr. Vaughan currently serves on the Affordable Housing Advisory Committee for the Federal Home Loan Bank of Atlanta, as well as the Board of Directors for several housing corporations.He is a past Regional President of the Middle Atlantic Regional Council of the National Association of Housing and Redevelopment Officials (MARC-NAHRO) and past President of the Maryland Association of Housing and Redevelopment Agencies (MAHRA).

  Leonard S. Vaughan, the county housing director, has said that it might take as little as five years for land to become so valuable that other owners choose to bail out.And few practical solutions exist to retain the parks.
