    He has had consultant contracts with the New York Division of Housing and Community Renewal, Florida Department of Community Affairs, and Maryland Department of Housing and Community Development.

    Mr. Vaughan currently serves on the Affordable Housing Advisory Committee for the Federal Home Loan Bank of Atlanta, as well as the Board of Directors for several housing corporations.He is a past Regional President of the Middle Atlantic Regional Council of the National Association of Housing and Redevelopment Officials (MARC-NAHRO) and past President of the Maryland Association of Housing and Redevelopment Agencies (MAHRA).

    Leonard S. Vaughan, the county housing director, has said that it might take as little as five years for land to become so valuable that other owners choose to bail out.And few practical solutions exist to retain the parks.

    "Someone would have to compensate owners for the value of the land," Vaughan said.

    "We're talking about land that's going to be worth millions of dollars," he added."We don't have a priority right now for affordable housing.Our priority now is the schools."

    With construction costs for schools as high as they are, "there's definitely not the funding available nor the will to do it at this time," Vaughan said.
