    Greg Valentine, safety director for the Mid-America Regional Council, oversees the metro area's 911 system. He said the tariff would raise extra funds but that it's prudent to begin raising funds for future upgrades to the system, because it includes computerized technology that eventually will become obsolete.

    Finley then voiced concerns about the tariff falling mostly on land-line service when most 911 calls by cell phone. He said many people don't even have land lines anymore and aren't helping to pay for this service.

    Valentine said he's doing whatever he can to change state laws that exempt cell phones from the tariff. He said basically all area cell phone companies now include tracking systems to pinpoint calls. He said the problem is that it doesn't work for phones more than one year old.
