New equipment and innovative techniques make the process of recycling and reclaiming more productive, efficient and profitable. The question of funding, as always, plays a key role in the industry, especially with the introduction of the Transportation Equity Act for the 21st Century (TEA-21). But, even with the prospect of more recycling and reclaiming projects, industry experts wonder if those involved with the processes are adequately trained. Finally, ongoing research into the use of RAP in Superpave mixes and the designing of specs for the various methods of recycling and reclaiming will only help increase the validity of such practices.

    IN MEMORIAM CHARLES R. VALENTINE - [Cached Version]

    Charles Raymond Valentine died at his home Tuesday, July 30, at the age of 77.

    Charlie was born April 18, 1925, in Flandreau, South Dakota, and had lived in Vancouver, Washington since 1971.He served in the Pacific in World War II as a belly gunner on a B-24.He flew 43 missions.He was a graduate of the South Dakota School of Mines and Technology with a degree in Civil Engineering.After graduation he began a 25-year career with Peter Kiewit Sons and Company, paving airports and roads in South Dakota, North Dakota, Montana and Washington.He founded Valentine Surfacing in 1978 after working on the Trans-Alaska Pipeline.He was proud to have served as a president of the Asphalt Reclamation and Recycling Association (ARRA).

    He is survived by his wife of 53 years, Petrovia (Pete); sisters Frances Loiseau of Flandreau and Dorothy Gingerich of Sioux Falls, South Dakota; daughters Kathy Pearse of Fairbanks, Alaska, Debby Valentine-Barker of Seattle and Robin Moore of Vancouver; sons Chuck and Andy of Vancouver; and eight grandchildren.Charlie was very involved in his grandchildren's lives and loved watching baseball and football games.He also enjoyed farming his pear orchard and conducting the U-pick pear harvests.

    The memorial service will be held Sunday, August 11, at 2 p.m. at First Presbyterian Church, 4300 Main Street, Vancouver, followed by a reception at Chuck and Sandy Valentine's home.

    Memorial contributions can be made to the Clark County Youth Baseball Fund at any Riverview Community Bank branch (or by mail to the bank at 800 NE Tenney Road, Suite D, Vancouver, WA 98685) or to Hospice Southwest, PO Box 1600, Vancouver, WA 98668.
