The effort to ban partial-birth abortion is now in its final stages.On June 4, the House passed H.R. 760, outlawing any procedure in which the baby is delivered alive and is partially outside the body when killed.The Senate has already passed similar legislation; the bill now goes to conference and President Bush has urged Congress to act quickly so that he can sign it into law.
