    Rick Tully, the Safe Schools consultant for the Halifax school board, said there's no need to fine children who bully others.

    He looked at a bylaw in the Alberta community of Rocky Mountain House where bullies face fines of up to $1,000 for each offence.But Tully said that's not the perfect model.

    "The Criminal Code would tell us that harassment, verbal or physical abuse of any kind, is a criminal offence so there is a spot for that to be addressed currently is what I'm told," he said.
