    Inter American Press Association's Ricardo Trotti gave this blunt assessment before 141 delegates, from nine countries, at the "Impunity and Press Freedom" in Manila.

    "The press needs to denounce the most in those countries which can protect the least," he added."It is in countries, with weak democratic institutions where journalists are frequently murdered, and those responsible go unpunished."

    Since 1986, some 71 Filipino newsmen have been killed---34 under the Arroyo government.In Latin America, 334 journalists were murdered in over a decade.

    "Organized crime is the major instigator," Trotti said.

    Ricardo Trotti is the director of the IAPA Press Institute, based in Miami, where he oversees projects and seminars dealing with the freedom of press and the training of journalists and media executives and the quarterly magazine, Horra de Cierre.He was assistant executive director of the Interamerican Press Institute, and prior to that was assistant to the director of the El Nuevo Herald (Miami), editor-in-chief of El Liberal de Santiago del Estero, Argentina, and writer and photographer for The Catholic Standard and El Pregonero in Washington.He has received many national and international awards for his work as a journalist, including those granted by the National Association of Newspapers of Argentina, Diario Clarín, the Italian agency ANSA and the 1991 Freedom of Press Award from the Inter American Press Association.Trotti writes for several specialized international publications and lectures on freedom of press and journalism.He studied journalism in Argentina and the United States and is a professor at the College of Journalism in Cordoba, Argentina.

    Ricardo Trotti, the IAPA's press freedom director, declared, "The fight against impunity in Latin America has made definite progress, considering that there are currently 78 people in prison for murdering journalists, when 10 years ago you could count them on the fingers of one hand.Impunity maintains, however, alarming levels when the masterminds are still rarely punished."
