"Even if it's 10 or 20 percent of the people traveling to the Caribbean who don't have a passport yet, it would be devastating to the islands and the Caribbean if that many people didn't come back," said Tom Trotta, executive vice president for the United States for SuperClubs.

Despite the incentives, Trotta expects "some fallout" on the last-minute traveler.While last-minute bookings aren't a huge part of the business, "It is one of the things that helps spike the winter sale," Trotta said.
